Leadership has a vital role to play in creating the conditions for success at all levels of education and training systems. School leaders are major players in forging effective links between different levels of education and training, families, the world of work and the local community, with a common aim of raising learner attainment.
According to the European Council conclusions on effective leadership in education (2013), good educational leaders develop a strategic vision for their institutions, act as role models for both learners and teachers and are key to creating an effective and attractive environment which is conducive to learning. In this article we take a look at European and national initiatives that support the development of 21st century school leadership.
European Policy Network on School Leadership
The European Policy Network on School Leadership (EPNoSL) has been the European Commission’s major initiative to improve policy and practice on school leadership in Europe. Between 2011 and 2014 this partner-run consortium brought together 42 European institutions including experts in key thematic areas, ministries of education and professional associations at regional, national and European levels.
